Background of the Study
Inclusive urban planning is an essential aspect of sustainable development, ensuring that all segments of the population, including marginalized and vulnerable groups, have access to basic services, opportunities, and resources in urban areas. In Minna West Local Government Area (LGA) of Niger State, rapid urbanization has led to increased population density, infrastructural challenges, and issues related to housing, transportation, and social services. The local government plays a key role in developing and implementing urban planning policies that promote inclusive growth and address the needs of diverse groups.
The local government has introduced policies aimed at improving urban planning in Minna West, including the development of affordable housing, better transportation networks, and improved access to public services. However, the success of these policies in creating an inclusive urban environment is yet to be fully assessed. This study aims to appraise the effectiveness of local government policies in promoting inclusive urban planning in Minna West LGA.
Statement of the Problem
Despite efforts by the local government to implement urban planning policies in Minna West LGA, issues such as inadequate housing, lack of infrastructure, and social exclusion persist. Many urban poor and marginalized communities continue to face challenges in accessing basic services and participating in the urban planning process. There is a need to evaluate the impact of local government policies on promoting inclusive urban planning and identify areas for improvement.
Objectives of the Study
To evaluate the effectiveness of local government urban planning policies in promoting inclusivity in Minna West LGA.
To assess the extent to which urban planning initiatives address the needs of marginalized and vulnerable groups in the area.
To identify challenges in the implementation of inclusive urban planning policies and suggest recommendations for improvement.

What local government policies have been introduced to promote inclusive urban planning in Minna West LGA?
How effective are these policies in addressing the needs of marginalized and vulnerable groups?
What challenges has the local government faced in implementing inclusive urban planning, and how can these be overcome?
Research Hypotheses
Local government urban planning policies have effectively promoted inclusive development in Minna West LGA.
The impact of urban planning policies has been limited due to challenges such as inadequate funding, poor coordination, and limited community participation.
Marginalized groups continue to face significant barriers in accessing urban services despite the local government's efforts to promote inclusive planning.
Scope and Limitations of the Study
This study will focus on the urban planning policies introduced by the local government in Minna West LGA, Niger State, between 2015 and 2025. Limitations include limited data on the social impacts of urban planning policies and the challenge of measuring inclusivity in urban development.
